I've searched, but I think you're right, it's probably just the United Kingdom.
The Netherlands has decided to acquire it and Germany sees it as a possible alternative.

Of course, there may possibly be countries that have it, but keep it secret. It's not always that everyone communicates their capabilities.

Or less wealthy countries that would otherwise have acquired F16. Gripen has had some success in South America and it seems that the USA has not stopped there
