The problem with sending frozen assets is that it undermines the Euro as a global currency. It’s a feature that everyone, including dictators and war criminals, can use the currency freely. There are, by the way, other currencies to send. Then again, one could give up the Euro and the European bond market. 

I actually believe that many bullies have already been beaten up from the beginning at home so it’s not really a great analogy.
