Thank you. It is a great honor for me. Thank you. For Ukraine, for our people. Ladies and gentlemen senators, ladies and gentlemen deputies, elected representatives of Paris, peoples of France. I am grateful for the honor of addressing you today. I am sure that you know well what is happening in Ukraine, you know why it is happening, and you know who is to blame. I even know those who hide their heads in the sand and are still trying to rake in money from Russia. So today I address you\u2014the honest, the brave, the rational, and the freedom-loving. I address you with questions about how to stop this war, how to return peace to our state. Because most of the puzzle pieces that make up the answer are in your hands, in our hands.<\/p>\n

On March 9, Russian aerial bombs were dropped on a children's hospital and a maternity ward in our city of Mariupol. It was a peaceful city in the south of Ukraine. Absolutely peaceful, until Russian troops approached it and took it into a brutal siege, as in the Middle Ages. Until they began to starve people, deny them water, and kill them with fire. In that maternity ward, on which the Russians dropped bombs directly, there were people, there were women who were preparing to give birth. Most of them managed to be saved. Some were seriously injured. One woman had to have her foot amputated, which was completely crushed, and another woman had a crushed pelvis. Her child died even before birth. They tried to save the woman, they fought for her life, but she begged the doctors for death, begged them to leave her, not to provide her with help, because she did not know what she should live for. They fought, she died. In Ukraine, in Europe in 2022, when hundreds of millions of people did not even conceive that this could be, that peace could be so destroyed, I ask you now to observe a minute of silence in memory of thousands of Ukrainians, Ukrainian women, all those who were killed as a result of Russia's invasion of the territory of our peaceful Ukraine. Thank you.<\/p>\n

After weeks of the Russian invasion, Mariupol and other Ukrainian cities struck by the occupiers resemble the ruins of Verdun, as in those terrible photographs from the times of the First World War, which I am sure everyone has seen. Russian military personnel do not distinguish which objects to hit; they destroy everything. Residential quarters, hospitals, schools, universities\u2014everything. They burn warehouses with food, medicines. They burn everything. They disregard concepts such as war crimes and the obligation of the convention. They brought terror, state terror, to the Ukrainian land. Each and every one of you realizes this. All information is accessible, all the facts are there. About women whom Russian military personnel rape in temporarily occupied areas. About refugees whom they shoot simply on the roads. About journalists whom they kill, knowing exactly that they are journalists. About the elderly who survived the Holocaust and are now forced to seek refuge in bomb shelters from Russian strikes on peaceful cities.<\/p>\n

Europe has not seen for 80 years what is happening now in Ukraine. Because of Russia's actions, there are people so desperate that they beg for death, like that woman. In 2019, when I took office as president, a format for negotiations with the RF already existed. This was the Normandy format, a format of negotiations that were supposed to end the war in Donbas, the war in Eastern Ukraine, which has unfortunately been going on for eight years. Four states participated in the Normandy format\u2014Ukraine, Russia, Germany, and France. Four, but through them, the whole world was represented, all the positions of the entire world. Some supported, some tried to drag out the process, some wanted to disrupt everything, but it seemed important that the world was always present at that Normandy table, the table of peace.<\/p>\n

And when negotiations yielded results, when we managed to release people from captivity, when we were able to agree on some decisions in December 2019, it was like a breath of fresh air, like a glimmer of hope, hope that conversations with Russia could help, that the leadership of Russia could be convinced with words to choose peace. But February 24 came, a day that crossed out all those efforts of all of us, crossed out the old meaning of the word "dialogue," crossed out the European experience of relations with Russia, crossed out decades of European history. All of this was bombed by Russian troops, smashed by Russian artillery, burned after strikes by Russian missiles. The truth was not found in offices, so now it has to be sought and fought for on the battlefield.<\/p>\n

So what now, what do we have left? Our values, unity and determination to defend our freedom, a common freedom, one for Paris and Kyiv, for Berlin and Warsaw, for Madrid and Rome, for Brussels and Bratislava. Sips of fresh air will definitely not help now. There is sense in acting together, in pressing together, in urging Russia to seek peace.<\/p>\n

Ladies and gentlemen, peoples of France, on February 24, the Ukrainian people united. Today, we no longer have right and left. We do not look at who is the government, who is the opposition. Ordinary politics ended on the day of Russia's invasion and will resume only when there is peace. And this is right, to fight for life, to protect our state. We are grateful to you, we are grateful that France is helping. We are grateful for the efforts of President Macron, who has shown true leadership. We are constantly communicating with him, it is true, coordinating some of our steps. Ukrainians see that France values freedom just as it always has. And you protect it. You remember what it is\u2014liberty, equality, fraternity. Each of these words for you is filled with power. I feel it. Ukrainians feel it.<\/p>\n

Therefore, we expect from you, we expect from France, from your leadership, that you will be able to make it so that Russia seeks peace, that it ends this war against freedom, against equality, against fraternity, against everything that made Europe united and filled with free, diverse life. We expect from France, from your leadership, that the territorial integrity of Ukraine will be restored. And together, we are capable of this. And if among those present there are those who doubt, your people are already certain, as are all other peoples of Europe. And that during France's presidency of the European Union, a long-overdue historical decision will be made on the full membership of Ukraine in Europe, in the EU. Historical.<\/p>\n

decision in a historic time, as it has always been in the history of the French people. Ladies and gentlemen, people of France, tomorrow it will be a month since Ukrainians have been fighting for their own lives, for their own freedom, as our heroic army stands against all the forces of Russia, the overwhelming forces of Russia. We need more help, we need more support so that freedom does not lose. It must be well-armed: tanks, anti-tank weapons, aviation, air defense. We need all of this. Can you help us? I know. You can, so that freedom does not lose. The world must support it with sanctions against the aggressor every week. A new sanctions package each [week]. French companies must leave the Russian market. Renault, Auchan, Leroy Merlin and others. They must stop being sponsors for Russia's military machine. Sponsors of the murder of children, women, sponsors of rapes, robberies, looting by the Russian army. All companies must remember once and for all that values are worth more than profit. All profit on blood. And you and I must already think about the future, about how we will live after this war. Guarantees are needed, strong ones. Guarantees that security will be unwavering, and that there will truly be no war. And overall, wars will be impossible. We are creating such a system of guarantees, a new security system in which France, I believe, will have a leading role, so that no one ever again has to beg for death. So that people live their lives, a full life. And so that people are bid farewell not under bombs, not in war, but when your time comes. Only in peace, only in dignity. Because one must live in such a way that you are respected, that you are remembered. And so that you are bid farewell as the whole world saw how France bid farewell to the great Belmondo. Thank you, France! Glory to Ukraine!<\/p>\n<\/div>\n
