Thank you, Honorable Secretary General, distinguished guests. I greet you from Kyiv, from our capital, which has been fighting for a month now, as has our entire state. Yes, it is true, we are not in the Alliance, not in the world's most powerful defense union, not one of the 30 states under the umbrella of collective defense, under the umbrella of Article 5. We have the feeling that we are in a gray zone, between the West and Russia, but we are defending all our shared values, and we are people of light, and we have been defending these values for a month.<\/p>\n

A month of heroic resistance, a month of the darkest suffering, a month of the impunity of the destruction of a peaceful state, and along with it, the entire architecture of global security. All of this is happening before the eyes of the whole world.<\/p>\n

Over decades, Russia has accumulated considerable resources\u2014military resources, manpower, equipment, aerial bombs, missiles. They invested insane amounts of money into death, while the world invested in life. But Ukraine is holding on at a courageous price\u2014unfortunately, the price of thousands of lives, the price of destroyed cities, the price of nearly ten million displaced persons. Three and a half million of them are already on your territories, on the territories of NATO countries.<\/p>\n

I am grateful for the support of these people. And people continue, unfortunately, to leave their homes, saving themselves from the terror that the occupiers have brought with them.<\/p>\n

The very first hours of the invasion meant brutal missile strikes for us. In a month of war, Russia has fired more than a thousand different missiles against our cities and carried out hundreds of airstrikes. On February 24, I appealed to you with an absolutely clear, logical request to help close our sky. In any format. To protect our people from Russian bombs and missiles. We did not hear a clear answer; Ukraine does not have powerful anti-missile weapons. It has significantly fewer aircraft than Russia, therefore their advantage in the sky is the application of weapons of mass destruction.<\/p>\n

And you see the consequences today: how many people have been killed, how many peaceful cities have been destroyed.<\/p>\n

The Ukrainian army has been fighting for a month in unequal conditions, and for a month I have been repeating the same thing. To save people and our cities, Ukraine needs military assistance without restrictions. What do I mean by "without restrictions"? Russia is using its entire arsenal against us.<\/p>\n

It is destroying everything living, any objects, from residential buildings to churches, from food warehouses to universities, from bridges to hospitals. And Ukraine appealed to you for aircraft, so that we would not lose so many people. You have thousands of combat aircraft, but we have not been given a single one yet.<\/p>\n

We appealed for tanks, so that we could unblock our cities which are now perishing\u2014Mariupol, Berdyansk, Melitopol, and others. Cities in which Russia holds hundreds of thousands of people hostage and artificially creates hunger. There is no water, no food, nothing there. You have no fewer than 20,000 tanks. Ukraine asked for a percentage. One percent of all your tanks to be given to us or sold to us, but we have no clear answer yet. This is the most terrible thing during a war\u2014not having clear answers to requests for help.<\/p>\n

Ukraine never wanted this war and does not want to fight for years. We simply want to save our people, we want to survive, just survive. Like any people, we have, I believe, the right to this\u2014the right to life. The right to this one percent. And I am not blaming NATO now; I want to be clear. You are not to blame; it is not your missiles, it is not your bombs that are destroying our cities. Today, by the way, this morning there were phosphorus bombs. Russian phosphorus bombs; adults were killed again, and children were killed again.<\/p>\n

I just want you to know that the Alliance can still prevent the deaths of Ukrainians from Russian strikes, from Russian occupation, by providing us with all the weapons we need. Yes, we are not in the Alliance. And I am not making this a claim. But Ukrainians never thought that the Alliance and a state of the Alliance were different. That in matters of life and death, you could be a force separately, but together\u2014not. That NATO too could be afraid of Russia's actions.<\/p>\n

I am sure you already understand that Russia does not intend to stop in Ukraine. It does not intend to, and will not. It wants to go further against the eastern members of NATO. The Baltic states, Poland\u2014that is certain. Will NATO then stop thinking about this, worrying about how Russia will react? Who can be sure of this? And are you confident that Article 5 is capable of working? For us, Budapest already did not work. Our Budapest Memorandum did not work for peace in Ukraine. And I will tell you honestly, today Budapest is not working for peace in Ukraine.<\/p>\n

Yes, we receive help from individual members of the Alliance. I am very grateful. All Ukrainians are sincerely grateful for this. To each of you who gives what they possess, supporting us. But what about the Alliance? The question of Article 5 is fundamental. I just want you to know what we think about this. And I sincerely hope that we are mistaken in our assessments and in our doubts. And that it is the case that you truly have a very strong Alliance.<\/p>\n

Because if we are mistaken, then the world is safe.<\/p>\n

But if we are not mistaken, even by one percent, I ask you to review your attitude, your own assessments. And to realistically care for security in Europe, and therefore in the world. You can provide us with one percent of all your aircraft. One percent of all your tanks. One percent.<\/p>\n

We cannot simply buy this. Such supply depends directly only on the decision of NATO. On political decisions, by the way. MLRS multiple launch rocket systems, anti-ship weapons, air defense means. Is it possible to survive in such a war without this?<\/p>\n

So when all this finally happens, it will give us, as well as you, 100% security. And we only need one. And the only thing I demand from you after such a month of war is a request for the sake of our military. After such a war against Russia. I ask you, never again. Never tell us that our army does not meet NATO standards. We have shown what our standards are capable of, how much we can contribute to general security in Europe and in the world, how much we can do to protect against aggression against everything that we value, that you value.<\/p>\n

But NATO still has to show what the Alliance can do to save people, to show that it is indeed the most powerful defense union in the world. And the world is waiting, and Ukraine is waiting very much. Waiting for real actions, real security guarantees from those whose word is worthy of trust and whose actions can truly preserve peace. All proposals are on the table, our needs are on the table.<\/p>\n

We need peace immediately.<\/p>\n

The answers are up to you. I thank those who help us. Thank you. Glory to Ukraine!
