A month ago you took the floor for the first time, a couple of hours after the start of the Kremlin's war against Ukraine; you know that in the same way, four packages of sanctions were decided for implementation, for what we decided, the challenge. All gaps are closed. Today there was a meeting with the G7 partners, and a NATO meeting; you had the opportunity to speak at both meetings. Before we could turn to you, people joined us in the council, Biden joined, took part in our meeting. This was meant to show that we are united, we are effective, and we will do everything that is important to do.<\/p>\n<\/div>\n

I greet all of you, I greet our friends, the friends of Ukraine, and I greet those who support freedom, Mr. President of the European Council, friend Charles. I congratulate you and congratulate all of us on your reelection. I believe that this is very important and that it is right. I am grateful for the opportunity to address you and the peoples of Europe. Today marks one month of the Russian invasion, after 8 years of aggression in Donbas, it has been one month of a great war, briefly, how it has been. Because everything is in the head and everything is in fragments, unfortunately, tragic ones. Everything began on February 24th from Russia, when missiles flew early in the morning against our peaceful cities. People were still asleep, death had already arrived. Russia directed armored vehicles against us. It brought several thousand tanks into Ukraine. It is impossible to count how many of them have already burned, how many more can attack us. Bombs fell on our people from planes that took off from Belarus. And there, they didn't even admit that they did it. Russia captured the Chernobyl station. For 24 days, the staff were not allowed to leave. Imagine, for 24 days people lived at such a facility, worked at such a facility. All our people, so that nothing terrible would happen in Chernobyl again. So that there would be no catastrophes. And Russian soldiers held them hostage. Russian tanks fired at the Zaporizhzhia nuclear power plant. Russia struck Babyn Yar with missiles. It has already destroyed more than 230 schools and 155 kindergartens. It killed 128 children. It struck universities with missiles. It burned residential quarters with rocket artillery. Entire cities, villages. Simply to ash. There is nothing left. Russian soldiers killed journalists. Although they saw the word "press" on them. Perhaps they were not taught to read, only to kill. Russia blockaded Mariupol. This is a blockade that no one could imagine in our time. Hundreds of thousands of people without water, without food. Under constant shelling. Under constant bombardments. Russian soldiers deliberately blow up hospitals, maternity homes, shelters. They even blow up shelters. Imagine that. Knowing exactly that people are hiding there. In Kharkiv, they killed 96-year-old Borys Romanchenko. A Russian shell hit his apartment, the apartment of a person who survived Nazi concentration camps. But could not survive Russia. Could not. Which went into our Ukrainian Kharkiv. Thank God, our military stopped Russia there. Russian troops are using phosphorus bombs. This was this morning, today. They rape women, loot houses, destroy all churches. Even those of the Moscow Patriarchate. They have abducted more than 2,000 children from Ukraine. We do not know where our children are. Where our 2,000 children are. They are shelling the humanitarian convoy. They do not care who is there. Children, women, church ministers. And, by the way, there were those who were accompanying the humanitarian cargo. They kill people in Donetsk and say that it is us. And they say that it is us. We are nationalists, after all. Russia is doing all of this. For a month already. On our land. And<\/p>\n<\/div>\n

What is Ukraine doing? It did not go to a foreign land. It never dreamed of any war. It shoots down missiles. It calls on foreigners to lay down their arms and return home. For the sake of life. Do you understand? For the sake of life. Not death. It treats and feeds prisoners. It allows them to contact their relatives by phone. It collects the bodies of Russian soldiers in the fields, which they simply leave behind, abandon. By the hundreds, by the hundreds. Ukraine united for the sake of peace. And for the sake of peace, it is uniting the world. It is trying to unblock the encirclement of the city. It maintains the safe operation of nuclear power plants, even in the presence of occupiers. It calls on the MGT to intervene and patiently explains to the international bureaucracy what is happening. It evacuates people from dangerous areas. It does not abandon attempts to deliver humanitarian cargo. It documents Russian war crimes. Collects evidence. Invites journalists. It supports the work of all institutions of a normal state. It defends its own country. And every morning, you hear, every morning, with a minute of silence, the entire state, all of Ukraine, all the children, grandfathers, grandmothers, everyone honors the memory of all those who died for our state. Have you heard anything similar on Russian television? Have you seen such things in their schools? They are even ashamed of the word war. They call it a special operation. Although they have organized a massacre here, just as the Nazis did. These are different worlds, us and them. These are different values, this is a different attitude toward life. Russian soldiers do not see at all what dignity is. They do not know what conscience is, they do not understand why we value our freedom so much. This is what determines how a country will live. And who belongs in Europe. And what about the European Union? I want to thank you; you are united around us. But I want to say that things were done in various ways, differently. But once again, the main thing is that you united. And we truly appreciate this. You applied sanctions. We are grateful; these are powerful steps, but it was a little bit late. Because if it had been preemptive, Russia would not have gone to war\u2014well, at least, no one knows for sure\u2014at least there was a chance. Nord Stream 2, you blocked it, we are grateful to you. And it is right, but this was also a bit too late. Because if it had been timely, Russia would not have created a gas crisis; at least there was such a chance. And now, together with you, we are preparing Ukraine's membership in the European Union. Finally, here, I ask you, please do not be late. Because during this month you have compared these worlds. And you see everything, who is worth what. And that Ukraine must be in the EU in the very near future. At least you have everything for this. And we have this chance. Lithuania is for us, Latvia is for us, Estonia is for us, Poland is for us, France, Emmanuel. I strongly believe that you will be for us. Slovenia is for us, Slovakia is for us, Czechia is for us, Romania. It knows what dignity is, and therefore, at the decisive moment, it will be for us. Bulgaria is for us, Greece I believe is with us, Germany. A bit later. Portugal, well, practically. Croatia is for us. Sweden, the yellow-and-blues must always be together. Finland, I know that you are with us. Netherlands are rational, we will find a common language. Malta, I believe it will work. Denmark, I believe it will work. Luxembourg. We understand each other. Cyprus. I strongly believe they are with us. Italy. Thank you for the support. Spain. We will find a common language. Belgium. We will find arguments. Austria. Together with Ukrainians. For you, these are opportunities. I am sure of it. Ireland, well, practically.<\/p>\n<\/div>\n

And you will see how mass murder can be repeated in the modern world. And Russia is doing this today. The same shoes in Mariupol. There are the same kind of people there. Adults. And children. And grandfathers. And grandmothers. And there are thousands of them. And those thousands are no longer there. And you hesitate, whether there will be sanctions or not? Do you hesitate whether to let weapons through or not? Do you hesitate whether to trade with Russia or not? There is no time to hesitate. It is already time to decide. We believe in you. We need your support. We believe in your people. We believe in the European Union. And we believe that at the decisive moment, Germany will also be known. Thank you.
