Now we will move from the problems of Afghanistan to the profound crisis facing Ukraine. And today, we have a special guest joining us from Kyiv \u2013 the President of Ukraine, Volodymyr Zelenskyy. Mr. President, the floor is yours.<\/p>\n<\/div>\n

Your Highness, Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar, my dear friend. Thank you for the support, for our recent conversation. Your Excellencies, participants of the Doha Forum, ladies and gentlemen. I want to address you with the words traditional in the region, as-salamu alaykum. This means peace be upon you. Peace. This is a basic value. A value that unites all people on Earth and which is not available to people in my country. Because the leadership of Russia decided to seize Ukraine and make it its colony, as in the old days of empires, when they came and took what belonged to others by brutal force. Russia is 28 times larger than Ukraine. Russia is the largest state on the planet by area. It turns out that this was not enough for them. The leadership of Russia wants to take our territory, our resources, and our people for itself as a workforce. But for 31 days already, Ukraine has been resisting a state that is 28 times larger. Which for decades spent perhaps the most funds in our region on preparations for war. Will Russia's predatory appetite end with Ukraine? No, it has never been the case with colonial empires that they were satisfied with only one country. They always went to others. Taking from some, they always thought they could seize from others. In different regions of the planet, everywhere they could reach. The theme of this year's forum in the beautiful, peaceful place of Doha, which respects everyone, is "Challenges for a New Era." But, unfortunately, not everyone on our planet perceives reality adequately and understands that it is necessary to prepare for new times. Russia, as we see, is returning to those times when peaceful coexistence of peoples on an equal level was impossible on Earth. Can we allow this? During the 20th century, the world developed a whole system of international structures that should guarantee justice to absolutely every state. Justice is certain, and each of you feels the power and significance of this word. Each of you works so that justice becomes greater for your peoples and for the world as a whole. But we have been unable to find justice in the world for 31 days after the full-scale attack by a state that is 28 times larger. We are defending our state on the battlefield on our own. I am grateful to the UN General Assembly and all those states that support resolutions based on the principle of justice regarding Russia's war against Ukraine and its consequences. But we see that the UN and all other international structures lack the necessary internal strength to return the basic value to people, to return peace to the countries. Because internal justice is not ensured in these structures. The voice of the privileged there still drowns out the voice of the majority. This is unfair. And it is precisely injustice that is the basis of what Russia is now doing against us, against Ukraine, taking advantage, in particular, of its privileges in international organizations, as well as the fear of the use of nuclear weapons\u2014a fear that Russia deliberately and constantly spreads, claiming that nuclear weapons can destroy not only one nation or another, but life on earth in general. Now there is a very serious discussion in the world at the political level about what to do if Russia uses tactical nuclear weapons or other weapons of mass destruction, specifically chemical ones. In the 90s, Ukraine gave up the third largest nuclear arsenal in the world. This was the largest contribution to global protection against nuclear catastrophes that anyone has ever made. In exchange for this contribution, our state received written security assurances from the strongest states in the world, including Russia. But such promises did not become guarantees. And it was precisely one of those states that promised us security that started a war against Ukraine. The highest manifestation of injustice that could possibly be seen. So, what conclusion will other states draw from this? The conclusion that they also need nuclear weapons. Is that not so? To protect themselves from attack. This is extremely dangerous for everyone. We need a real reform of international institutions and UN mechanisms to guarantee security. So that the one who is 28 times larger does not think they can allow themselves whatever they want. And so that a state's nuclear status does not serve as a permit for any injustice against other states. Ladies and gentlemen, we are speaking with you at a time when the world is recovering from the terrible coronavirus pandemic, which disregarded state borders or social status; it affected everyone equally. While the world was creating the necessary vaccines, injustice was also spreading like a virus. And if it is not stopped, if it is simply ignored, then ultimately it will affect all people on earth. Please look at the cities of Ukraine that the Russian army destroys daily today. Please look, for example, at our city of Mariupol. This is what we all saw in Aleppo. Ruins, pain, the destruction of people. Ukraine is a country of diversity and peaceful coexistence of ethnicities and religions. There are more than a million Muslims in our country. And Russian missiles and aerial bombs are a deadly threat to all our people. In just one of our cities, in Mariupol, besieged by Russian troops, there were about four thousand Muslims. For three weeks now, over 80 people have been hiding in the Mariupol mosque. Among them are women, children, and elderly people. All roads into the city are completely closed. Russian troops do not allow even humanitarian shipments in. Food,<\/p>\n<\/div>\n

\u2013 there is nothing left. The city is being bombed and shelled around the clock. 90% of all buildings in Mariupol are destroyed. Thousands of people have died. But Russia has not received any significant punishment for this. As, by the way, remember, it did not receive punishment for what it did after the seizure of our Crimea. And there, Russian persecutions are directed, by the way, specifically at the Muslim part of the population of the Peninsula. In 31 days of this war, at least 59 structures of spiritual significance have been damaged by Russian strikes. These are mosques, churches, religious educational institutions. More than 200 schools have been destroyed or damaged. Dozens of hospitals. Russia does not even stop before bombing hospitals. Imagine, Russian troops deliberately hit these places, which ordinary peaceful people use as shelters. Ten million people have already become displaced persons in Ukraine. More than three and a half million people were forced to go abroad, beyond the borders of our state, in search of safety. The absolute majority of them are women with children. This is already being called a migration crisis. But to speak this way now is a mistake. Because the real migration crisis, the real problems, are ahead. Ukraine is one of the most important global exporters of food. Wheat, vegetable oil, corn, and other agricultural products from our country. This is the basis of stability and internal security for many states in various regions of the world. Now, while world markets have not yet recovered from the shocks of the pandemic, from food price shocks, no one is insured. And it is impossible to be insured if there is simply physically not enough food. Russian troops are mining fields in Ukraine, blowing up agricultural machinery, destroying fuel reserves that are simply necessary for sowing. They have blocked our sea ports. Why are they doing all this? Our state will have enough food, but the lack of exports from Ukraine will hit many peoples. In the Islamic world, in Latin America, and in other parts of the planet. There, where some aggressors still dream of entering to strengthen their old privileges. Together, we must not allow a food shortage in the world because of this war. Therefore, the sanctions policy against Russia, all the restrictions imposed on Russia, are aimed at only one thing. So that Russia begins to seek peace, so that it does not create global threats. And I call upon all states to join this. Russia must seek peace. It must stop the war against Ukraine. It must stop any attempts to break global stability and bring back to the world the old, hideous habits of those who sought colonies for themselves and imposed inequality. It is only a matter of time before European countries give up purchases of Russian oil and gas. Responsible states, including the state of Qatar, are reliable and solidary suppliers of energy resources. And they can make their contribution to actually stabilizing the situation in Europe. They can do a great deal so that justice is restored. The future of Europe depends on your efforts. I call upon you to increase the production of energy carriers, so that Russia understands that no state should use energy carriers as a weapon and for the blackmail of the world. In a week, the month of Ramadan, sacred to the entire Muslim world, begins. No one needs to be explained the importance and special meaning of this time. The whole world knows it, the whole world respects it. But the Muslims of Ukraine will be forced to defend their freedom, their country, with weapons in their hands. This sacred month. We must work together even more, do even more, so that Russia seeks peace through our entire anti-war coalition. So that the sacred Ramadan is not overshadowed by the grief and pain of people in Ukraine, by the destruction of our cities. And so that people in the world can truly prepare for new times, for a new era. Rather than thinking about how to adapt to the return of old horrors. Aggressor wars, hunger, despair, which lead to uprisings. We must protect the international order not only for Ukraine, but for everyone. Starting with Afghanistan, Iraq, Syria, Yemen, and Somalia. For all people on the planet. Let there be peace. Glory to Ukraine!<\/p>\n<\/div>\n
