There was a lot of various propaganda, the weakening of local government. One of the main reasons was after my victory in the presidential elections and the party. They understood that the central government was losing the strong influence of Russian politics over Ukrainian politics. It existed and it was powerful enough. They chose another tactic, the tactic of victory in the regions. Why? Because regionally, what is happening? I don&#039;t know how it is with you completely, I don&#039;t know deeply. I think you will correct me. But what did we have? In our localities, a majoritarian system existed for a long time. And locally, as a rule, there were certain financial and political groups\u2014inveterate politicians, I would call them\u2014who influenced law enforcement agencies at the local level, politics, and yes, everything. You can win and control\u2014in the normal, democratic sense of the word\u2014control power, the central power, have certain powers that the people gave you in legitimate, fair elections, but at the local level, you may be able to solve nothing. You can carry out a reform that simply doesn&#039;t reach there. You know, such a political jam. It seems to you that you have now arrived, you have a bunch of ideas, ambitions, huge energy and fairly young people. I&#039;m not talking about age now, but about a team of people with young and bright minds. But you cannot reach the regions, because everything is simply blocked there. Therefore, they chose such a tactic; they maintained great influence regionally. Great influence. Moreover, it is known to us how they tried to buy up franchises of other parties at the local level. There is a lot of money there, and to an unknown extent, the Russian Federation always helped this political structure through one channel or another. Then we saw the first steps in various councils, district or regional, they came out with some sort of ultimata. This is what I mean regarding political elimination. Block something here, remove representatives of the ruling party there, and so on and so forth. Introduce certain aspects somewhere, that one reform or another should not apply, since we are on the path to decentralization of power, and we will figure it out ourselves here on the spot. Such things happened from the local level; in general, this was their ideology, and from local councils to proceed further to re-elections in parliament. This was happening; they really wanted re-elections in parliament, they even united, let&#039;s say, the left with the right, with everyone possible even in the middle. They united to, well, destroy, strictly speaking, the manageability of the process. Why? Because we will now smoothly transition to speculations or the reality of physical elimination. Because when there is an unstable situation in the country, an unstable economy, everything is collapsing, chaos in the Verkhovna Rada\u2014we have democracy in Ukraine, you know this well\u2014some kind of strikes begin there, and it went from these local councils to land reforms, from land reforms to banking reforms, which is what we carried out and completed, as management of input resources; we did many things that, unfortunately, are now postponed due to the war, shelved, even on a shelf that is not visible in our, so to speak, room today, postponed a bit further, but all of this, of course, will pass. And in general, this destabilization was needed only so that, having strong regional power-based manageability, they could move towards parties splitting the mono-majority, and chaos in the country&#039;s economy and instability of the political spirit in Ukraine and in society would still lead to escalation on the part of the Russian Federation and the rule of today&#039;s president of the Russian Federation. They simply could have occupied our country much faster then; this was definitely in the plans; we have data, and not even just data from the intelligence of other countries, but primarily our own intelligence, and primarily our understanding in general of the culture and spirit, how the politics of Ukraine are viewed. The fact that, unfortunately, the independence of Ukraine is not seen\u2014this is a tragedy for us and you, I don&#039;t know if I can speak with you, probably with you, because there are two societies, first of all, these are peoples, and then the government. I believe that it is a tragedy, that this happened. That is, the lack of perception of us as an independent state, the failure to perceive this, and instead the perception of something, some kind of product and in general some part of something, some large organism, at the head of which the current president of Russia sees himself. Well, basically, we do not consider ourselves an atavism; we consider ourselves an independent state, after all, with a great, deep history, with ethics, and with morality\u2014there is nothing to say about morality and unity, I think we are showing today how it actually is. So, accordingly, I will finish this thought that I started with you; maybe it&#039;s long, but please forgive me. To the point that this destabilization did not pass, but in the plans and in the plans within our country, of those political groups I told you about, and in the plans of external groups, namely the Russian Federation, escalation was included in these plans. I don&#039;t know what was reported up there in Russia\u2014I&#039;ll be Russian, they reported\u2014meaning, I don&#039;t know what they reported up there, but I think they said, &quot;we are waiting for you here, waiting with flowers, with smiles, the situation is very bad, the current president is not supported, the current party is not supported,&quot; I am 99.9% sure of this, I simply would not throw words around like that in this situation, but basically, and as they say, the ice has broken, gentlemen, and then, seeing that things were going slightly differently, naturally, the parallel solution, of course, was to maximally neutralize those who stabilize the situation.<\/p>\n<p class=\"exmediatt-transcript__speech\">in power, and when there is war, but who can guarantee stability, only the president can, because of martial law, by virtue of powers, by virtue of the current legislation of independent Ukraine. That&#039;s how it is.<\/p>\n<\/div>\n<div class=\"exmediatt-transcript__turn exmediatt-transcript__turn--speaker-02\">\n<p class=\"exmediatt-transcript__speaker\">Speaker 2<\/p>\n<p class=\"exmediatt-transcript__speech\">Vadim Ivanovich, I would like to ask specifically about what is happening these days, about the hostilities, about the war; we see that in recent weeks one of the most terrible hotspots is Mariupol, we know that the city is almost completely destroyed, and about the humanitarian catastrophe that the population of Mariupol is experiencing; however, nevertheless, who controls the city now? Contradictory reports are coming in on this matter, can you? Yes,<\/p>\n<\/div>\n<div class=\"exmediatt-transcript__turn exmediatt-transcript__turn--speaker-05\">\n<p class=\"exmediatt-transcript__speaker\">Speaker 5<\/p>\n<p class=\"exmediatt-transcript__speech\">There is no contradiction, the informational chaos is understandable, all its rays are caused, the reality is such, the city is blocked by the Russian military, all entrances and exits from the city of Mariupol are blocked, then the port is mined, then there is definitely a humanitarian catastrophe, inside, in the city, because it is impossible to bring in food, medicines, food, water, medicines, the Russian military are specifically shelling, shelling humanitarian cargo, convoys, they are shelling, killing drivers, what happens to these cargoes, I cannot tell you, many of them were taken back, that is, this is our direction, Zaporizhzhia, Berdyansk, all the districts of the Zaporizhzhia region, this whole direction is difficult, there are 100-120 kilometers of the most difficult challenges, there is constant shelling, evacuation, some agreements were reached by various means, unblocking occurred during the departures of civilian transport, passenger transport, from Mariupol towards Ukraine, forced removal of people from Mariupol not in our direction, but in the, so to speak, opposite direction, the occupied one, in the direction that Russia pointed to, where Russia was taking them with its own, it is also forced, according to our data, more than 2,000 children were taken away, and this is theft, meaning, because their exact locations are unknown to us, all these children, like conquerors, such demons and just, well, in general, it is a catastrophe, I cannot convey to you how it looks at all, it is terrifying, it keeps them like souls for the exchange fund, meaning, that is, they, well, there are not enough cultured words, only emotional letters are popping out now, unfortunately, since we are being frank, I, in principle, always try to be frank, so there are our troops inside, this is regarding why there is informational chaos, because inside, meaning, where they can, that&#039;s why they entered, the Russian troops, they did not enter some part of the city because there are our guys who refused to respond to their calls, moreover, their families reached out to me, these guys, I spoke with these guys, moreover, I talk to them, a couple of times, once every two days for sure, I get in touch, I try very hard to find time for this, it is important for me, I also told them that I understand everything, guys, I understand everything, we will definitely return, but if you feel that you need to leave, and you feel that it is the right thing to do, and that you can survive, then do it, I understand how this looks for a soldier, do it. They said that, but I gave them this right of choice, they said, look, we cannot, there are wounded people here, we will not abandon the wounded, moreover, they said, we will not abandon the dead, so that you understand, corpses are lying in the city on the roads, on the sidewalks, corpses are just lying there, nobody is removing them, Russian soldiers and citizens of Ukraine, everyone, these are crowds, that is, not crowds, sorry, I cannot say that about people, a pile, a pile, a pile, a pile, I cannot find the right Russian word, I just don&#039;t know how to connect this with Russian, well,<\/p>\n<\/div>\n<div class=\"exmediatt-transcript__turn exmediatt-transcript__turn--speaker-03\">\n<p class=\"exmediatt-transcript__speaker\">Speaker 3<\/p>\n<p class=\"exmediatt-transcript__speech\">yes,<\/p>\n<\/div>\n<div class=\"exmediatt-transcript__turn exmediatt-transcript__turn--speaker-05\">\n<p class=\"exmediatt-transcript__speaker\">Speaker 5<\/p>\n<p class=\"exmediatt-transcript__speech\">Yes, you see, this looks scary, and our military are not ready to leave even the dead soldiers, to [put] them somewhere, like, excuse me, like someone&#8230; I don&#039;t want to say, to bury them, to dig them in like trash, they are not ready, and not just officers, but everyone, that&#039;s why they protect the city and protect the wounded, and protect the dead, whom they want to bury, we wanted to take them out, we [the] bodies, we asked them to let us take the bodies out, they didn&#039;t let us take out the bodies, nor the wounded, nor anyone, I don&#039;t know if they are transporting Russian soldiers, I don&#039;t know if they are taking them in the other direction, where they took our children, I don&#039;t know, this information, it&#039;s varied there, I also don&#039;t like it, because it has such a wandering character from the point of view of truth and justice, so, that&#039;s why I&#039;m not ready to sign off on these words here, but everything else, what you heard, is the truth.<\/p>\n<\/div>\n<div class=\"exmediatt-transcript__turn exmediatt-transcript__turn--speaker-01\">\n<p class=\"exmediatt-transcript__speaker\">Speaker 1<\/p>\n<p class=\"exmediatt-transcript__speech\">As for the contradictory reports, including those about the number of dead, especially the different estimates from the Russian side and the Ukrainian side regarding the number of killed Russian soldiers, why are the estimates so different, what is happening to the bodies of the Russian soldiers who died, are they being taken back home, are they buried on the spot, do you have any\u2014since you have estimates\u2014lists of these dead?<\/p>\n<\/div>\n<div class=\"exmediatt-transcript__turn exmediatt-transcript__turn--speaker-05\">\n<p class=\"exmediatt-transcript__speaker\">Speaker 5<\/p>\n<p class=\"exmediatt-transcript__speech\">Lists are being compiled, our guys compiled them, I know, they compiled lists, military guys, everyone who is in captivity, yes, everyone who is in captivity, all these lists exist, this data exists, I don&#039;t know if they interest the politicians, I think they don&#039;t interest them much, but from the point of view of their parents, of course, it&#039;s just hopeless, it&#039;s impossible to live like this, to understand the information, many parents think, I think that all the lists\u2014I&#039;m afraid to admit it, but it seems to me that all the lists are with the Russian side, I heard that our military guys contacted them regarding the exchange, just as the Russian side contacted the Ukrainian side, and in order to even speak about any exchanges, lists are shown, and lists were shown, we roughly understand, we don&#039;t keep it a secret, in secret, who our prisoners of war are, well, there, for the most part, and that&#039;s why lists were transferred, I, my reaction, military personnel approached me, asked what my decision was, I told them that I believe that the first proposal was, let&#039;s exchange all for all, I believe that it&#039;s not necessary to act according to some generally accepted canons, like, we&#039;ll wait for the end of the war, or we need to gather a few more there, I don&#039;t understand why this is necessary, I believe that there is an agreement, we exchange all for all, there are so many today, let&#039;s exchange them for so many, it doesn&#039;t matter, not to measure, 10 for 10, 11 for 11, oh wait, we&#039;ll collect a few more, that&#039;s what they are doing now with civilians, just some kind of piggishness, well, I said that if they steal children, we will in every way, of course, well, look, it will all end with the fact that there will be no negotiations, there will be nothing, we will leave everywhere, we will not agree on anything with them, we will finish nothing, and we won&#039;t exchange anyone, because this is brutality, I saw it in the Minsk process, I called it brutality then, we agreed with Putin in 2019 that we would exchange all for all in the next two months, our meeting was in December, we had a great exchange, I think 100-110, I think, people, and there was still a list, meaning, from their side, they just couldn&#039;t give who their people are in our prisons, and so on and so forth, I, we transferred our lists, a copy was given to the OSCE, and I gave all the copies, since there were also questions about the Crimean guys, I passed them, just in case, we passed the lists to the Turks, Germans, French, Russians, passed them all specially to the OSCE, yes, and specially so that there would be no questions later, it all ended, they didn&#039;t exchange anyone for us, no &quot;all for all&quot; worked then, well, that&#039;s why there&#039;s such a story with exchanges now, information regarding, well, I&#039;ll finish this, my thought jumped, sorry, meaning, we have nothing to hide regarding information on the exchange fund, I don&#039;t know how public it is, I honestly haven&#039;t concerned myself with this question yet, you know, what the other side asked, we transferred the lists, God knows whether they need them, I&#039;m just not sure that they need these lists, because as soon as some of these boys appear, there are just children, especially these 3-4 years, well, I&#039;m generally surprised what this is,<\/p>\n<\/div>\n<div class=\"exmediatt-transcript__turn exmediatt-transcript__turn--speaker-unknown\">\n<p class=\"exmediatt-transcript__speaker\">Unknown speaker<\/p>\n<p class=\"exmediatt-transcript__speech\">here,<\/p>\n<\/div>\n<div class=\"exmediatt-transcript__turn exmediatt-transcript__turn--speaker-05\">\n<p class=\"exmediatt-transcript__speaker\">Speaker 5<\/p>\n<p class=\"exmediatt-transcript__speech\">and for some of us, certain periods in life ended in 2003-2004, there are people born in those years, that&#039;s why I think they don&#039;t want to show what is happening with the corpses, I don&#039;t quite understand how they [handle] them, well, we there, there is a special process, how these people, we want to hand them over, we want to give them back, we don&#039;t want to keep, well, corpses, you understand this perfectly, we want them to leave, so, at first they refused, then there was something else, then they offered us some bags and that&#039;s it, listen, well, this, look, it all looks, well, I don&#039;t even know, you know, all of us probably had something in life when people passed away, not even close people, not relatives, even when, well, listen, even when a dog or a cat dies, people don&#039;t act like this, meaning, in general, it&#039;s like trash bags, I honestly don&#039;t understand what people are thinking, especially what the parents of these children are thinking, I don&#039;t understand, well, I would just, well, I would have set fire to everything I could, if I had some deputy living nearby, I&#039;m telling you absolutely frankly, in principle, I was that kind of person even before the presidency, our people would have beaten the face of such a head of a district or something, if they brought something in a bag or didn&#039;t want to take it, or hid it, like a mother there, whoever it was, I am telling you this as the president of a warring country with Russian soldiers who came here, and we hate them, what they are doing, but I will listen, well, there is, as it were, hatred in war, but they are not livestock, they are not livestock, and therefore all of this [affects] me very [much], of course, why it is all scary, I will tell you, because it&#039;s scary, and it&#039;s scary because when the attitude toward one&#039;s own is like this, then what is the attitude toward all others, and we are certainly not &quot;their own&quot; for the government of Russia, that is scary, I believe that this is savagery, and it all, all of this will end badly, for Ukraine we understand in whose name, but what, what for you, for you, I don&#039;t want to offend you, forgive me if I say, for you, I just don&#039;t know how else to say it, I&#039;m saying it as it is, what is happening in your country in Russia, for me it is, in general, an incomprehensible, incomprehensible whole story, a tragedy, a tragedy, yes, and which affects us, that is why I am so concerned, and there are very many of these children, I don&#039;t know, either they took an oath there, or a promise, many of these children who didn&#039;t know where they were going, well, of course, many say stupid things and lie, there, at first, yes, out of fear, they don&#039;t know what will happen to them, and then, when they see that the attitude toward them is normal, as far as possible, normal, because war can be different, then many are shocked, all their phone calls, with their parents and so on, &quot;take us away,&quot; and how they abandon tanks, and a huge number of intercepts, just a huge number of calls where they say, like, so and so, &quot;I shot myself in the leg today,&quot; and some Pasha there broke his [leg], and this, in general, well, look, a column of 200 tanks is moving, ours blew up 30, that&#039;s it, consider the column gone, 70 tanks are fleeing, they are not warriors, they were forced, sent to the slaughter, and that&#039;s it, that&#039;s how it is, but, unfortunately, let&#039;s return to what consequences, results for us, and the results of Mariupol\u2014it&#039;s gone, just gone, Volnovakha is simply gone, cities near Kyiv, Kyiv region, our small towns which, well, as I thought, just like with you, near capital cities, these are usually small towns, but usually, everyone lives there, country houses, and the local population lives like that, and the houses, and so on, this no longer exists, scorched earth, just scorched earth, absolutely, it looks, well, I think you&#039;ve seen some photos, but you haven&#039;t seen everything, we can&#039;t even show everything, it&#039;s impossible to show, because it&#039;s impossible to even show our population what it looks like, just no houses, there&#039;s simply nothing in Volnovakha, nothing at all, no houses, nothing, Mariupol, because it&#039;s a large city with a population of half a million. Can you imagine, a city of half a million people, 90% of the buildings are hit. They are gone. Well, how\u2014they are burned or not. But there are at least high-rises, and you can imagine what happened here. But in cities like Volnovakha and so on, there is simply nothing there, absolutely. That is the attitude. That is, they go and burn, just burn everything. I don&#039;t even know who the Russian army has ever treated like this. I haven&#039;t seen it. Maybe I was just a very young man then, and I don&#039;t remember all the footage of the war in Chechnya so deeply. It was scary there, but there, well excuse me, but these volumes simply cannot be compared. As of today, as of today, there were two wars there. They cannot be compared. Moreover, I tell you, it is impossible to compare the volume of what happened over 8 years and over 4 weeks. It is impossible to compare. What they talked about in Donbas, from our side or in the temporarily occupied territories, is nothing, just so you understand, compared to what is happening to us here now. Simply nothing. Just for some reason, for some reason, 6 missiles hit Lviv yesterday, 6 cruise missiles. For some reason, some militarized thing or other, they were looking for something like that, so those 6 hit. What is being done? They are hitting various oil depots, oil bases. They understand perfectly well that it is now the sowing season. What does this have to do with anything, even if they were talking about some militarized stories and actions. What does this have to do with the sowing season? Ukraine feeds part of Europe, part of the Arab world. What? You have good relations with the Arabs. Not the Russian Federation itself. Neither the Turks nor anyone else. Sunflower oil, grain. There is nothing. Moreover, one cannot even say why this is true. Because they didn&#039;t let the grain shipments out. They simply didn&#039;t let them out. For all those countries.
