Wise peoples of a strong country, today we have good news. Our defenders are advancing in the Kyiv region, regaining control over Ukrainian territory. Irpin has been liberated. Well done. I am grateful to every man and woman, to all who worked for this result. The occupiers are being pushed back from Irpin, pushed back from Kyiv. However, it is still too early to speak of safety in this part of our region.<\/p>\n

Combat operations continue. Russian troops hold the North of the Kyiv region under their control, they have resources and manpower. They are trying to restore shattered units. A loss rate of even 90% is not an argument for them to stop. Hundreds and hundreds of units of burned and abandoned enemy equipment do not convince them that this will happen to everyone.<\/p>\n

Chernihiv region, Sumy region, Kharkiv region, Donbas, the south of Ukraine\u2014the situation everywhere remains tense, very difficult. This is a ruthless war against our people, against our people, against our children. As of today, the deaths of 143 children are known. Mariupol remains blocked. Russian troops did not allow the organization of any humanitarian corridor today, did not give a lull. Therefore, the situation now should be perceived in a balanced, wise manner, as much as possible, without excessive euphoria from successes, but also without over-stressing.<\/p>\n

We still need time, we need weapons, we must fight, we must endure. We must not burn out our emotions now, we must not overinflate expectations, simply so as not to burn out.<\/p>\n

I spoke today with the leaders of partner states; it was a very active diplomatic day. Prime Minister of Britain Johnson, Prime Minister of Canada Trudeau, Chancellor of Germany Scholz, Prime Minister of Italy Draghi, and President of Azerbaijan Ilham Aliyev. We agreed with Britain on even greater support for our defense and the strengthening of sanctions against the Russian Federation.<\/p>\n

Canada also supports a tougher global reaction to the catastrophe created by Russian troops in Ukrainian cities. In the conversation with German Chancellor Scholz, I also paid significant attention to the need to strengthen sanction pressure on Russia. I thanked the President of Azerbaijan for the humanitarian support provided to Ukraine. I provided information on the state of affairs in the territories of our state where Russian troops have entered. Italy agreed to become one of the security guarantors of Ukraine in the corresponding new system of guarantors that we are currently developing.<\/p>\n

Tomorrow I will continue this activity; I will speak with other world leaders, I will work with international organizations, with the peoples of Europe and the world. Ukraine cannot agree and will not agree with the passive sanction position of some entities toward Russia. There should be no suspended sanction packages.<\/p>\n

As if, if Russian troops do something, then there will be some response. We already went through this story last year when we said that powerful, preventive sanctions against the RF were needed to prevent an invasion. A preventive package was not created; a full-scale war began.<\/p>\n

Now there are many hints and warnings that supposedly the strengthening of sanctions, for example, in the form of an embargo on the supply of Russian oil to Europe, will only happen if Russia uses chemical weapons. I simply have no words. Just think about what it has all come to. Waiting for chemical weapons. We are living people, we must wait. But does everything the Russian military does and has already done not deserve an oil embargo?<\/p>\n

Do phosphorus bombs not deserve it? Does a shelled chemical plant or a shelled nuclear power plant not deserve it?<\/p>\n

For us, it is important that sanction packages be effective and sufficiently serious, considering what the RF is already doing against Ukraine. If sanction packages are weak or work insufficiently, if they can be bypassed, then this creates a dangerous illusion in the Russian leadership that they can continue to do what they are doing now. And Ukrainians pay the price for this with their lives, thousands of lives.<\/p>\n

Therefore, starting this week, we are creating a group of Ukrainian and international experts under the Office of the President who will analyze the sanctions applied against Russia on a permanent basis and what they actually influence. Our goal is for sanctions to work as intended, so that there is no possibility of bypassing them. This must be the goal for the entire democratic world.<\/p>\n

Without any exceptions. None.<\/p>\n

During the week, I will speak in the parliaments of partner countries. Denmark, Norway, Netherlands, Greece, Australia. It is important that these are speeches not just before politicians, but speeches before societies. Before millions of people who want to hear Ukraine and are ready to hear it, to help and support. Who feel that we are fighting for our common freedom. One for all.<\/p>\n

For all people on our land.<\/p>\n

Everywhere I will emphasize that no one has the right to use the lives of Ukrainians to save some profits in Russia or joint profits with Russia. And Ukrainians should not perish only because some cannot find the courage within themselves to transfer the necessary weapons to Ukraine. Fear always makes one co-responsible. If someone fears Russia, if they fear to make the necessary decisions important for us, in particular so that we receive aircraft, tanks, necessary artillery, shells, then this makes these people co-responsible for this catastrophe that Russian troops have created in our cities.<\/p>\n

Because if they could save, they should have saved.<\/p>\n

The peoples of Europe, the peoples of the world will certainly hear me and certainly support me, and all politicians should think already now about what they will have left if they do not correspond to the position of their people.<\/p>\n

And as a final note, traditionally, just before recording this address to you, dear Ukrainians, I signed two important decrees on awarding military personnel of the Armed Forces of Ukraine with state awards upon the submission of our Commander-in-Chief. 302 of our defenders are being awarded. Thank you for your service, all of you. Thank you. Glory to all our heroes.
