Ukrainians, men and women. All our defenders. Today was a truly difficult day, an emotional one. I visited our towns in the Kyiv region, which we liberated from the occupiers. Stoyanka, Irpin, Bucha. Of course, now this area no longer looks as it did yesterday. The bodies of killed people, Ukrainians have already removed them from most of the streets, but the killed still remain in the yards of houses. The towns are simply destroyed, there is burnt military equipment on the roads, smashed and shot-up cars. It is especially hard to look at the bullet holes on cars with the word "Children" on them. We have only just begun the investigation into everything these occupiers have done. At this time, in Bucha alone, more than 300 killed and tortured people are known. Likely, the list of victims will be significantly longer when the entire town has been checked. And this is only one town, one of many Ukrainian communities that the Russian military managed to capture. There is already information that in Borodianka and some other liberated towns, the number of victims of the occupiers may be even higher. In many villages of the liberated districts of the Kyiv, Chernihiv, and Sumy regions, the occupiers did things that the locals had not seen even during the Nazi occupation 80 years ago. Undoubtedly, there will be accountability for the occupiers for this. We are already doing everything to identify all the Russian military personnel involved in these crimes as quickly as possible. Everything to punish them will be a joint effort of our state with the European Union and international institutions, specifically the International Criminal Court. I discussed this today with the President of the European Commission Ursula von der Leyen, as well as with the Chancellor of Austria Nehammer. We agreed on his visit to Ukraine in the near future. I discussed the investigation of war crimes by the Russian troops with the President of Poland Andrzej Duda. We also spoke about new sanctions against Russia, humanitarian and defense cooperation with Poland. All crimes of the occupiers are being documented. The necessary procedural basis is being provided to hold the guilty Russian military personnel accountable for every crime they committed. I want to emphasize that we are interested in a maximally complete and transparent investigation, the results of which will be known and explained to the entire international community. We are ensuring maximum access for journalists to Bucha and other liberated towns of Ukraine, hundreds of journalists from all over the world. And we are interested in having thousands of journalists visit, as many as possible. So that the world can see what Russia has done. I am sure you know about the new-old tactic of the Russian propagandists, who constantly try to deny the accusations against Russian military. Why "new-old"? It's simple, because they used the same tactic when the occupiers shot down the Malaysian Boeing over Donbas. They blamed Ukraine, even came up with various conspiracy theories; the explanations went so far as to even claim that corpses were planted on board the plane before it fell. Now they are doing roughly the same thing, lying in the same way, trying to distort the facts. But as then, they will achieve nothing. They will not be able to deceive the whole world. The time will come when every Russian will learn the truth about which of their fellow citizens killed, who gave the orders, who turned a blind eye to the killing. We will establish all of this and make it globally known. Now it is 2022, and we have far more tools than those who held the Nazis accountable after the Second World War. We must also realize that after the publicity about the mass killings of civilians in the Kyiv region, the occupiers may approach their crimes differently on other territories of our state where they have entered. They are already launching a lying campaign to hide their own guilt in the mass killings of civilian people in Mariupol. They will make dozens of staged interviews, re-edited recordings, they will intentionally kill people so that it looks as if they were killed by someone else. Likely, the occupiers will now try to hide the traces of their crimes. They did not do this in Bucha when they were retreating. But on other territory, this is probably possible. I want to say right away, every normal person in the world understands who brought war and mass deaths to Ukrainian land. There are numerous proofs that it is specifically the Russian troops who are destroying peaceful cities, kidnapping, torturing, and killing peaceful people. Therefore, the Russian propagandists and their leaders can now only achieve one thing \u2013 work toward the verdict of a future tribunal, which will be, will be similar to the verdict for Julius Streicher, one of the ideologues of Nazism, editor-in-chief of the weekly "Der St\u00fcrmer". He was executed, executed for anti-Semitic propaganda and calls for genocide. In our time they will no longer execute, but all the Skabeyev-style evening bullshitters, excuse me, frontline liars and their leaders in Moscow should remember \u2013 the finale of your life will be behind bars. In the best case. I also want to note the reaction of the leaders of the democratic world to what they saw in Bucha. The sanction response to Russia for the mass killing of civilians must finally be powerful, but shouldn't we have reached this point to cast aside doubts and, in hesitation, shouldn't hundreds of our people have died in agony for some European leaders to finally understand that the Russian state deserves the harshest pressure. This breaks the heart of every Ukrainian. It breaks my heart, because only now are we hearing statements from all world leaders that should have been, and should have sounded long ago, when everything was already absolutely clear. I emphasize once again, Ukraine must receive all the necessary weapons to more quickly drive the occupiers from our land, liberate our cities, and if we had already received what we need, all these planes, tanks, artillery, anti-missile and anti-ship weapons, we would have been able to save thousands of people. I do not accuse you, I accuse only the Russian military, but you could have helped. And I will continue to say this to the faces of all of you, upon whom the decision regarding weapons for Ukraine depends. We have already begun preparations for all the necessary work to restore normal life in the liberated districts. Demining of the territory is being carried out; our sappers neutralize thousands of explosive objects daily. In the near future, we will restore the supply of<\/p>\n

electricians, we will restore the water supply to the entire territory of our state, ensure medical assistance, normal access to goods as much as is possible under these conditions. Of course, we will restore destroyed and damaged housing, restore roads, bridges, infrastructure. Life will return again to every city, to every community, which the occupiers tried to destroy. This week I continue to address the parliamentarians of the peoples of the world. Today it was Romania. I thanked the Romanian people for their warm attitude toward our displaced persons. This is true. I called for greater sanctions against Russia. I also spoke about the fact that Romania's leadership is indispensable for ensuring security in the Black Sea region and for restoring justice in Europe as a whole. Tomorrow I will address the parliament of Spain. And also the UN Security Council. Today I expressed condolences to the President of the Republic of Lithuania and all the Lithuanian people in connection with the brutal murder by Russian occupiers in Mariupol of the world-renowned documentary filmmaker Mantas Kvedaravi\u010dius. In 2016, he made a film about our peaceful Mariupol, which shortly before had ended up on the front line of the war in Donbas. And now it was exactly there that his life was taken. We continue to prepare for even more brutal activity of the occupiers in the eastern and southern directions. We know what they intend to do in Donbas. We know what they intend to do near Kharkiv. In some other regions of the state. Russia is concentrating a significant number of military personnel and equipment there. And this activity proves that the sanctions applied against Russia were insufficient; there will be more. If the leadership of Russia does not begin to realistically seek peace, realistically negotiate for peace, then they will bring their state to a worse condition than in the last 50 years. The so-called "easy nineties" will seem prosperous and calm. And traditionally, before recording this address, I signed a decree on the awarding of our Ukrainian heroes. 152 military personnel of the Armed Forces of Ukraine were honored with state awards. Three of them posthumously. Eternal glory to all our heroes. Eternal memory to every man and woman who died for our state.
