Ukrainians, men and women, our defenders, men and women, it seems that the world is finally seriously changing its attitude toward the modern Russian state. After what the world saw in Bucha when the Russian troops left, the attitude toward everyone in Russia will now be simple. Either you support the search for peace, or you support unjustified mass killings. The killed Ukrainians in Bucha, in Irpin, and in other places where Russian troops entered are the final argument. The final argument for every citizen of Russia to understand whether they are for war or for peace.<\/p>\n

If you are for war, you will be ruined for the rest of your lives and, in the end, you will lose everything. And if you are for peace, if you have at least a little shame for what the Russian troops are doing in Ukraine, then this is a key moment for such citizens of Russia. You must demand, demand the end of the war. It is better now, while demanding peace, to lose something, to clash somehow with the Russian repressive machine, than to be equated with Nazis for the rest of your lives.<\/p>\n

This applies not only to any public figures in the Russian Federation, not only to businessmen, but also to ordinary citizens. Nazism has no justification; mass killings have no justification. Everyone in Russia who does not now demand the cessation of this shameful war and the withdrawal of Russian troops from Ukraine has no future. It seems that the Russian leadership is truly afraid that the world's anger over what was seen in Bucha will be repeated, as well as over what was seen in other cities from which we will inevitably drive out the occupiers.<\/p>\n

We have information that Russian military personnel have changed tactics and are trying to remove the dead, the killed Ukrainians, from the streets and basements in the occupied territory. This is exclusively an attempt to hide evidence and nothing more. But they will not succeed, because they killed very many. They will not be able to avoid responsibility. We already know about thousands of missing people. We already know about thousands of people who may have been either deported to Russia or killed. And there are no other options for their fate. The situation now is such that thanks to an objective investigation, thanks to witnesses, thanks to satellite surveillance of events on the ground, and thanks to other tools that help establish the truth, we will uncover all the circumstances regarding the majority of our missing citizens.<\/p>\n

Regarding the majority of Russia's war crimes on the territory of Ukraine. If the world has begun a discussion about whether it is permissible to call genocide what the Russian military did on the territory of Ukraine, then the search for truth can no longer be stopped. You cannot roll this back in any way. One can only renounce further aggression against Ukraine more quickly and thereby try to somehow reduce the damage to the Russian state and to those individuals who make key decisions in Russia. If not, if nothing changes, then it is suicide.<\/p>\n

Suicide for all who choose the option of continuing the war. Today, Western states announced a new package of sanctions against the Russian Federation. New investments in Russia are being blocked, and restrictions are being applied to several systemic banks in Russia. Personal sanctions are added, as well as other restrictions. This package looks impressive, but it is not enough. But still, it can hardly be called commensurate with the evil that the world saw in Bucha, the evil that continues in Mariupol, in the shelling of Kharkiv, in Russia's attempt to start a new global bloody offensive in Donbas.<\/p>\n

We continue to insist on the full blocking of the Russian banking system from international finance. We also continue to insist on some format of the democratic world renouncing Russian oil. Oil exports specifically are one of the foundations of Russian aggressiveness. One of the foundations that allows the leadership of the RF to afford not to take negotiations on the cessation of the war and the liberation of Ukrainian territory seriously. Some politicians still cannot decide how to limit the flow of oil dollars and oil euros into Russia without putting their own economies at risk.<\/p>\n

But that is why people go into politics\u2014to solve such tasks, difficult tasks, to solve them quickly and, most importantly, decisively. If they are unable, then they should not have started engaging in political activity. An embargo on the supply of Russian oil will be applied regardless. A format will be found. The only question is how many more Ukrainians, how many more Ukrainian women the Russian military will manage to kill before you\u2014some politicians, and we know who you are\u2014borrow a bit of decisiveness.<\/p>\n

It is good that the US Treasury suspended Russia's ability to use accounts in American banks and corresponding assets to service its debt. This is felt. I am grateful for this. But to stop the war, much more needs to be done. If there is not a truly painful package of sanctions against Russia, and if there is not the supply of weapons we actually need, which we have requested many times, then this will be viewed by Russia as permission. As permission to go further, as permission to attack, as permission to start a new bloody wave in Donbas.<\/p>\n

It is still possible to prevent this. It is still possible to introduce the sanctions that Ukraine insists on, that our people insist on. It is still possible to give us the weapons that will actually stop this aggression. The West can do this, just as it could have applied preventive sanctions last year so that this war would not have started. So that this invasion would not have begun. If a mistake is made again, if preventive actions are not taken a second time, then it will become a historical mistake for the entire Western world. I addressed the parliament and people of Ireland today.<\/p>\n

This country was one of the first to come to our aid after February 24. And one of those showing principled leadership in the European home to press on Russia effectively and decisively. As a result of my address, we have good news. Ireland fully supports the accelerated entry of Ukraine into the European Union, and will also do everything to increase pressure on Russia as much as necessary to end this war.<\/p>\n

Tomorrow I will address the parliaments and peoples of Greece and the Republic of Cyprus. During the day in Kyiv, I held a meeting with members of the Cabinet of Ministers. Key issues were the execution of the state budget and economic activity in our state. We have<\/p>\n

Do everything possible, everything, to maximize the restoration of the operation of domestic enterprises, commercial activities, to resuscitate small and medium businesses throughout our territory, where it is safe and generally possible to work. The economy is also a front on which we fight for our freedom, for our state, for our people. Therefore, it is necessary to constantly seek ways to adapt to the current circumstances. Now we must be as creative and bold as possible in solving economic issues. This depends not only on government officials and not only on the central authority.<\/p>\n

In general, it also depends on all leaders at the local level, on the political and business community. We must all together find the necessary ideas, the necessary solutions, so that the country's economy stabilizes. If it is necessary to relocate enterprises from certain districts, then we must do it.<\/p>\n

If it is necessary to update legislation and give business more space for development, deputies must do this quickly. If it is necessary to create special conditions for the return of our people, and the security situation in specific territories allows it, then every leader of any level must give 100% to do everything for the return of such people to such safe territories. Today marks the end of the 42nd day of the Russian invasion.<\/p>\n

For military history, this is not much, but for the life of a specific person, it is palpable. Right now, many of our people who left their cities and communities after the start of Russia's invasion may be wondering, what's next? And where next? Including Ukrainians abroad, including Kyivans and residents of other cities in the north and center of our state who left for the western region.<\/p>\n

And I call upon all leaders of communities in those regions where there is no threat of direct clash with the enemy on the ground, to do everything possible so that people return, so that people work, so that economic processes are restarted, so that normal life is restored as much as\u2014I understand everything\u2014as much as security allows. This applies to the entire hierarchy of local government, mayors, deputies, city and regional councils.<\/p>\n

Look for solutions for every district, for every region, together with the government, together with us, with the Office of the President, together with the deputies of the Verkhovna Rada of Ukraine. A functioning economy is just as important as our brave and strong army. The Russian occupiers continue to accumulate combat power to realize their sick ambitions in Donbas. They are preparing for the resumption of active offensive actions. We, however, are preparing for the further reduction of Russian military potential, manpower, and equipment.<\/p>\n

We will fight and we will not retreat. We will seek all possible options to protect ourselves until Russia begins to seriously seek peace. This is our land, this is our future, and we will not give them up. I do not tire of thanking every day each of our defenders, each of our female defenders, all our Armed Forces of Ukraine, intelligence, special services, national police, everyone, everyone who allows us to hope and believe in victory, allows us to count on peace; sincere gratitude to you, sincere respect.<\/p>\n

And before recording this evening address, as has become traditional, I signed decrees on honoring our heroes with state awards of Ukraine. 168 service members of the Armed Forces and three service members of the Main Intelligence Directorate. Eternal glory to everyone who defends Ukraine, eternal memory to everyone who gave their life for our state.<\/p>\n
