I’m bad with names and the guy isn’t sitting alone, he has a group of competent people behind him. Both the security advisor and the group must be recruited sensibly because even if No.1 is competent, he is influenced by the group in his decisions.
It would be preferable if he were apolitical to begin with and has a large international network without having actively taken sides publicly on the major issues. A senior official type who has done his job well.
Military background with high integrity and social competence, otherwise the government can quickly start to disregard his advice.
Now it may be difficult to meet all the requirements in one person and that is probably where the group as a whole comes in, some old diplomat, a couple of military officers, some government official so it doesn’t become a closed echo chamber.
