On the night of September 22, Russia struck with 212 drones and missiles. It was hardest in Dnipro, where people are still being searched for under the rubble. Hits were recorded at 22 locations. Falling debris at four more. The main directions of the strike were the Dnipropetrovsk, Kirovohrad, and Poltava regions.

Minister of Internal Affairs Ivan Bagivskyi reported that over 500 rescuers and police officers worked at the sites of the night shelling. All fires were extinguished by morning.

It was hardest in Dnipro, where railway infrastructure continues to be under attack. This city suffered the most. Russians struck food warehouses of an enterprise and a furniture workshop. At the same time, the city was also hit by ballistic missiles.

According to preliminary data from monitoring channels, Dnipro and Kryvyi Rih were struck by four ballistic missiles each, and Pavlohrad by at least three. Additionally, the Russians struck the same targets with cruise missiles.

The number of dead increased throughout the morning. As of 6:40, two dead and six wounded were reported. Later, the head of the regional administration, Oleksandra Ganza, reported a third death, and later, a fourth. At 9 in the morning, rescuers recovered the body of another person from under the rubble. People may still be under the rubble of the enterprise damaged by the enemy strike. The search and rescue operation is currently ongoing, Ganza reported.

At least six were wounded. A 25-year-old man was hospitalized in serious condition. Four other men—aged 35, 46, 47—and a 51-year-old woman were in moderate condition. A 57-year-old man will be treated as an outpatient.

At 1:58, the Air Force warned of the threat of the Russians using ballistic weapons from the Voronezh area and immediately thereafter recorded the movement of high-speed targets heading toward the Dnipropetrovsk region.

The head of the Defense Council of Kryvyi Rih, Oleksandr Vilkul, confirmed a missile strike on his city—the city is under attack by ballistic missiles. "More launches are possible," he wrote, adding that the Russians also struck the same targets with cruise missiles.

Fires broke out at industrial enterprises in all three cities: Dnipro, Kryvyi Rih, and Pavlohrad.

In Kyiv, a drone hit a five-story building in the Dniprovskyi district on the Left Bank during the night. Partial destruction of structures on the first floor, significant damage to the facade, and a fire in the basement. SES rescuers unblocked and evacuated 15 residents from the building. People from apartments from the first to the fifth floor were also evacuated.

The fire in the building was extinguished. According to preliminary SES data, four people were injured. Three were hospitalized. Mayor Kalychko Osomi-44 also reported three casualties, two of whom were hospitalized. The Kyiv City Prosecutor's Office, as of 8 a.m., clarified that there were five casualties.

Three sustained lacerations, including an elderly couple. Two others had acute stress reactions and received assistance on-site. The prosecutor's office opened proceedings under the article on violations of the laws and customs of war.

Also in the morning, a drone damaged an enterprise for the production of ceramic tiles. In the Holosiivskyi district, rescuers extinguished a fire at a warehouse. In the Darnytsia district, a tree caught fire on a private plot.

In the Poltava region, in the Kremenchuk district, an industrial enterprise and a critical infrastructure facility came under attack. This was reported by the head of the Regional Military Administration, Vitaliy Dyakivnych. In the Poltava district, a drone fell directly on the territory of a private agricultural enterprise, damaging an outbuilding and equipment. There are no casualties in either district.

In the Mykolaiv region, in the Bashtanka district, Shaheds wounded four men—aged 21, 26, 33, and 37. Three were hospitalized, and one will be treated as an outpatient. As of the morning, the 21-year-old was in critical condition, and another was in stably serious condition.

Damage to residential buildings was also recorded in the Kyiv, Kharkiv, and Vinnytsia regions.

Apart from this, it became known last night about the fate of two Ukrainian female athletes. The Biathlon Federation of Ukraine reported that on September 16, Russians completely destroyed the house of young biathlete Marta Herkova in Sumy with two guided aerial bombs. The girl was returning from school at the moment of the strike and found herself very close. The parents reacted in time to the warning about the drop of bombs and managed to hide. The family was not physically harmed but completely lost their home.

The day before, a missile destroyed the apartment of tennis player Dayana Yastremska in Odesa.

Following this attack, on the evening of September 21, Polish military scrambled aviation and put ground-based air defense and radar reconnaissance systems on alert. Poland's Operational Command mobilized all necessary forces and means at its disposal. These were preventive measures. On the night of September 22, aircraft returned to their home airfields; no violations of Polish airspace were recorded.

This was preceded by something else. Poland had previously announced increased security at checkpoints on the border with Ukraine due to threats from Russia. In several districts in the east of the country, residents are warned about air raid siren tests. And on September 16, it was reported that a section of the border with Ukraine over 100 kilometers long would be equipped with a monitoring system and motion detectors in addition to physical barriers.

Meanwhile, Lithuania is preparing for other changes. Protection is being strengthened for the new "Gizai" substation, 30 kilometers from the Kaliningrad region of the RF, the first new object in the region since 2022. According to the general director, the substation will be equipped with a fence capable of withstanding a hit from a truck with explosives, systems for detecting underground tunnels, and

reinforced concrete structures that will protect transformers from drones, specifically Shaheds, with a 100-kilogram charge, capable of making an emergency landing. The facility will occupy an area of 35 hectares. Thus, even a single drone strike will damage only a limited amount of equipment, and the distance of the buildings from the fence is intended to secure the substation in case someone throws a Molotov cocktail inside. According to informed sources, the Armed Forces of Lithuania are advising Litgrid on the physical protection of critical energy infrastructure. The Prime Minister of Lithuania previously reported that the country had developed evacuation plans in the event of threats from Russia, but emphasized that they will not surrender if they are attacked.

The Chairperson of the Foreign Affairs Committee of the Sejm believes that after the elections to the State Duma, the Kremlin will increase its confidence, and in Europe, new provocations should be expected against the backdrop of the warning from the Prime Minister of Poland, Donald Tusk, that intelligence indicates there will be Russian plans for hybrid strikes on countries that support Ukraine.
