Today, in a difficult security situation, when Russian drones are effectively striking Kyiv every hour, the Chancellor of Germany is here. This is a very correct signal of support for Ukraine, of the courage of Germany and all of Europe. Thank you very much, Friedrich. In recent days, Russia has tried openly to intimidate European, American, and other partners of ours with direct threats, constant alarms, and shelling, so that partners would not be here, in the capital, so that they would not be in Ukraine. But I am very grateful that the visit is taking place, and that the German embassy continues its work in Ukraine, and that the full spectrum of our cooperation with Germany, our strategic partnership, is maintained.
I also want to note our personal relations with the Chancellor, some important things, without unnecessary intermediaries, regarding defense. We discuss necessary decisions directly; there is always a willingness to support and a willingness to help.
We in Ukraine extremely value such a level of our relations, and we equally see that Ukraine's ability to withstand and survive now, to defend itself and achieve a decent peace, is ultimately the ability of Germany and all of Europe to preserve such a peaceful and united way of life, which changed so much in Europe for the better and did so much for the well-being of Europeans over the last decades.
Russia is fighting here with all its Shaheds, missiles, and assaults, not only to capture Ukraine, but to revise the history of Europe, to seize the right to determine the fate of other European states.
I thank everyone who speaks about this openly and builds their policy on the exchange of reality—the realpolitik that determines what can happen to Europe next and what everyone needs to be protected from.
The Chancellor spoke, in particular, about this on October 1, during the awarding of the Westphalian Peace Prize. I thank you for the clear position and serious vision.
Today, Friedrich and I have a very productive meeting. Together with the Chancellor, the Minister of Economy and Energy, Ms. Katerina Reiche, and a very strong business delegation are in Kyiv today. There is a new support package for Ukraine, a comprehensive one, more than 1 billion 300 million euros. This is weaponry that will help now, support for our energy sector. This is very important before winter. An important energy package.
And in this comprehensive package from Germany, there are funds for the production of new interceptors specifically against jet Shaheds. This is also particularly important.
Of course, we discussed the need for air defense, which is key at this time. Russia is betting specifically on strikes from the air. On the front, the Russians are unable to achieve any significant results, and that is why they escalate terror with Shaheds and missiles.
This week alone, there have already been 900 jet Shaheds. The use of ordinary Shaheds continues. A significant number of ballistic missiles. Protection against all of this is priority number one for me, for Ukraine.
And Friedrich and I discussed what exactly we can further achieve together. I am grateful to Germany for participating in the "Freya" program along with other leading countries and companies of Europe. We must move quickly, faster, to create this massive and strong anti-ballistic system, which will definitely change the security positions of Ukraine and the security positions of all of Europe for the better. We have complete mutual understanding on this matter.
As of today, we have 15 agreements and documents with the German side, most of them on security interaction, production, corresponding procurement, our orders for German industry, joint projects in Ukraine; the total weight of our agreements today is more than 8.5 billion euros. This includes, specifically, our orders for German industry. We are counting on this very much, and they are very important and very substantial.
A special agreement was signed, which creates more opportunities in our joint counteraction to drones. Especially after the attempt of a Russian diversion using drones at Leipzig Airport and against the backdrop of constant drone incidents in other European countries, it must be obvious to everyone that protection against all types of drones is a fundamental security task, and it can only be accomplished together.
This concerns the protection of infrastructure, the protection of our borders, and the protection of the sea. In general, the European security, political, diplomatic, and technological potential must be combined to the maximum, so that the Russians feel that their potential for aggression and diversion against Europe is definitely less than ours—our joint potential.
And this precisely can be the correct basis for a new policy of deterring Russia.
One more thing. Yesterday, the Day of German Unity was marked. This is one of the most important days not only for the German state, but for all of Europe. A day that proves that peoples always outplay dictators.
And now our cooperation proves absolutely the same thing. Russia must not win. Shaheds, missiles, and war must not win. Life must prevail.
I thank Germany, I thank you, Friedrich, I thank all of Europe for helping Ukraine protect life.
But Germany does not only help Ukraine; we help each other. This is the truth. Ukraine and Germany are already jointly producing drones today. Ukraine will purchase more weapons and equipment from Germany.
Work has begun—this work, joint work, on the creation of UAV units. There are corresponding UAV proposals in Germany. We are ready to help with training and to pass on our experience. This is absolutely fair. Today there was also a conversation about this between our ministers.
We are ready to work on the expansion of our protective energy technologies. Our teams also spoke about this today. I thank you for supporting our diplomatic efforts.
Russia today is avoiding all real formats of negotiations that could change the situation. Russia constantly produces new assaults, new massive attacks, new artificial reasons and pretexts. Which is why meetings have seemingly not yet begun.

Despite the threats from Moscow, which sounded from Moscow, I came anyway in recent days. And I came together with my colleague from the German government, Ms. Katherina Joraichi, Minister of Economy of Germany, but I also brought a large business delegation with me. And this demonstrates that we will not let ourselves be intimidated. We will not be intimidated by the drone attack that took place simultaneously with our visit. And this shows that we stand on the threshold of, perhaps, a very difficult winter. Moscow is shelling not only the large cities of Ukraine, but also energy facilities, transformer substations, gas stations, and railway infrastructure. The goal is most likely to break the morale of Ukrainian women and men. But when I am in Kyiv today on a peaceful morning, I feel something completely different. Despite the attack that took place this morning, life goes on. I see how decisively Ukraine is acting, and I wanted to say to Ukrainians—both men and women—as well as to the government of Ukraine. The German people stand with Ukraine, supporting Ukraine. And the German government supports the government of Ukraine. And we will do everything that will help Ukraine until the moment this terrible war ends. And the Russian economy will not be able to wage this war indefinitely. Because we know that the Russian economy has already reached its pain threshold. 7% inflation in Russia, a Central Bank of Russia key rate of 14%, a decrease in revenues from oil and gas. And an ever-increasing state deficit in Russia. With my visit today, I want to send a signal at a time that could be decisive for the future of Ukraine and the future of Europe. Ukraine wants peace, Germany wants peace, and all of Europe wants, longs for peace. And this peace must be achieved through negotiations. This peace cannot be imposed on either Ukraine or on us in Europe. We, Germany, are today the country that supports Ukraine most powerfully. And we do this not only to protect the territorial integrity of Ukraine, but also out of deep conviction and in our own interests. For this is about the security of Europe and the continuation of the political order that Europe built after the Second World War. And built together after decades of strife. Together, by the way, with the Soviet Union, this order was built. And the Soviet Union committed to supporting it as well. Therefore, I want to urge Russia to begin peace negotiations, to come to these peace negotiations. And we, as Germany, bear a special responsibility here. Another military aid package in the amount of more than 1 billion euros. We are allocating funds for the joint production of drones to counter jet drones. And over the last few weeks, great technological breakthroughs have been achieved in this field. And now we are promptly launching them into mass production. And this will quickly and noticeably strengthen Ukrainian air defense. We are supplying long-range weapons, combat drones, and satellite equipment so that Ukraine can more effectively fight Russian launchers. Before the onset of winter, we are providing assistance in the energy sector in the amount of approximately 350 million euros for generators, transformer stations, and necessary repair kits. All this will help mitigate the consequences of Russian attacks on Ukrainian energy infrastructure and support people, primarily during the cold days, in winter. We also, together with France and Great Britain, want to organize and hold a meeting of the coalition of the willing in Berlin during the winter, particularly on issues of coordination of our further assistance. I already said at the beginning of my speech. For the first time since the start of the war, we are accompanied today by a high-ranking economic delegation from Germany. Entrepreneurs from the defense industry and energy sectors have come. These entrepreneurs want to make their contribution to defense, to provision, and to reconstruction. Today we also spoke about the European perspective of Ukraine. And we want to accelerate Ukraine's accession to the European Union. And I repeat my proposal for associate membership. We want to accelerate Ukraine's accession to the European Union, and we are working on this in Brussels. We know that Ukraine itself is working here on reforms in the field of combating corruption and the rule of law. And it is very important that the President promises progress in these reforms. Because this is important for the payment of further financial assistance. And the government of Ukraine and the Verkhovna Rada of Ukraine bear great responsibility in this. Thank you for your question. 9 percent, I said, is only for jet Shaheds, and thousands more of the ordinary ones. That is, in principle, we know that the volume is very large. We shoot down 85-92 percent of the more ordinary Shaheds, depending on the combined nature of Russia's strike on us. This is a very serious interception rate. I want to remind everyone of when all this started. The results were completely different. Undoubtedly, our own infrastructure, Miltech, works strongly and quickly. I believe it is one of the best in the world and helps to deal with any problem. It is difficult with jet Shaheds because not everything depends on what is produced in Ukraine. As I said, there are issues with the engines, but we are on this path and are developing this direction. Currently, the effective interception rate is around 50-55, sometimes 60, this is our aviation. F-16s are helping a lot. 20 mm ammunition. We are currently working to have 5-6 thousand of the corresponding ammunition per day. This is a very difficult task. We are working on this and thank Germany for supporting this direction. This will definitely strengthen us. Yesterday we contacted the Polish side, the Prime Minister. And tomorrow we will also talk with Donald and Emmanuel. And undoubtedly, we will work to increase this ammunition. Norway and Finland will also help us. We are working on this so that the F-16s are loaded. Very difficult, but nonetheless. This is the first task. Second – drones. The interceptors showed positive results, the Bars. They have already shown the highest percentage now. The Imshis are also catching up. Even, well, may God grant that there be competition in the good sense of the word. Undoubtedly, they are showing [results]. These are long-range drones, which are almost missiles. And now they are showing a percentage, about 30 percent for such interceptions so far. But it is growing.

Mr. Federal Chancellor, you have already said that the people of Germany will support Ukraine. If we look at the discourse, we see in Germany that criticism regarding aid to Ukraine is intensifying. How do you view this? I see these public opinion polls. I take them very seriously, even if I do not share them. I will try in the federal government statement in a week, which will take place at the European Union Council on October 16. I also want to argue and explain in the government statement why Germany's aid to Ukraine is so important. And that this aid deeply corresponds to the interests of Germany as well. I have already spoken about those attacks that Russia carries out, not only against Ukraine, but meanwhile also against Germany. We feel attacks on our data centers almost every day as well. And Ukraine suffers from this every day. I think that this terror will intensify. And therefore we must justify the aid. Domestically, the most important thing for me is the preservation of the political order in Europe. That order in Europe which we agreed upon after 1990, so that this order continues to be preserved. Yesterday we celebrated the 36th anniversary of the Day of German Unity and the reunification of Germany. And the Federal President of Germany also spoke very well about this, that not only must we ourselves concentrate on domestic political issues, but we are making efforts to preserve this peaceful order and peaceful structure in all of Europe. And this peaceful order is now under threat not only in Ukraine, but in all of Europe. Systematic fakes, fake information are being spread by Russian networks and their publicists in Germany. And you see that today I am more determined than ever, because now it is indeed the rush hour, it is no less and no more. A very decisive moment. Thank you.
